This one is underexposed in comparison to the rest of the shot. In Photoshop, selct that layer, go to lurves and pull the right side handle to the left until the clouds are white (you will see the vertical bar in the graph slide over until it hits the wiggly line). Alternatively, you can do something similar with Levels. Go to levels, use the white point dropper to select the white point of a cloud in the sky. And yes, this sky is vertically stretched also. But its the exposure thats really messed up atm.
